Short definition

A general-purpose AI model (GPAI) is a model that displays significant generality, is capable of competently performing a wide range of distinct tasks, and can be integrated into a variety of downstream systems. The model itself is a component: it becomes an AI system once combined with a user interface. GPAI models are governed by Articles 51–56; systems built on top of them by Article 50.

The concept is defined in Article 3(63) and (66). The GPAI chapter has applied since 2 August 2025, and Article 111(3) grants models placed on the market before that date until 2 August 2027 to comply. The provision primarily affects the company that develops and places the model on the market — providers of large language models (e.g. GPT, Gemini, Claude, Llama) — not the company that merely uses the model. A GPAI model is conceptually distinct from an AI system: the model is the raw, trained component, while the AI system is the product built around it that is capable of user interaction (e.g. a chatbot interface). This distinction matters because obligations arise in two separate layers: the model provider is subject to Articles 51–56, while the provider that turns the model into a system and places it on the market is subject to the Regulation's general rules, including Article 50. This category typically does not directly affect a Hungarian SME, which is usually positioned at the system level rather than the model level.

Why this matters for an EU SME

For an SME this is mainly an orientation point: using ChatGPT or Copilot in the business does not make the company a GPAI model provider — that obligation stays with the large enterprise behind the model; the company is only subject to deployer-level duties.
