Short definition

The Digital Omnibus on AI — (EU) 2026/1744 — is a simplification regulation amending the AI Act, published in the Official Journal on 24 July 2026 and in force since 27 July 2026. The grace periods it introduced — such as the delay to the high-risk block and regulatory sandboxes, and the softening of Article 4 — are current law, not a proposal.

The legislative history runs through the Commission proposal COM(2025) 836 final, and the final, binding text is Regulation (EU) 2026/1744. This is the single most important point clarifying the Regulation's legal status: the uncertainty before summer 2026 — whether and when it would appear — was resolved on 27 July 2026. The most important changes it introduced: postponement of the high-risk block's deadline to 2 December 2027 (Annex III) and 2 August 2028 (Annex I); postponement of establishing regulatory sandboxes to 2 August 2027; a grace period for labelling content from older generative systems until 2 December 2026; softening the Article 4 AI literacy duty into a best-efforts obligation; and adding two new prohibitions to Article 5 (non-consensual intimate content and CSAM), effective 2 December 2026. What did not slip, however: the scope of prohibited practices, the application date of Article 4, paragraphs (1), (3) and (4) of Article 50, the GPAI regime, and the penalty system.
